Usually, yes. A Type 2 SPD can be added to a suitable existing consumer unit provided there is a spare way and the board is in sound condition with a proper main earth. We check the board and earthing first, then quote the retrofit. Where there is no room or the board is at end of life, fitting the SPD as part of a new consumer unit is often the better-value route.
